Will you need to lift my bottom row of tiles?

Usually, yes. The bottom course is lifted so the new fascia and eaves protection can be fitted properly, then relaid. It is the step that makes the roof edge weathertight.

Do I need scaffolding?

For two-storey houses, yes, for safe access along the whole run. Bungalows can often be done from towers.

Can you fit fascias in black or grey?
